This is ridiculous, Skinner scolded himself. Mulder and Scully can look out for themselves. Besides this is what they pay agents for.

No matter how valid the argument, however, here he was on his laptop during lunch going through Agent Morgan's personnel file. Of course Mulder and Scully were going to do this exact same thing, if they hadn't already, but he felt oddly protective of this pair of agents. They had come so close to losing Scully earlier that year, he wasn't about to let anything happen to them. Especially at the hands of that cigarette smoking bastard. Though, hopefully, he really was dead and rotting in hell.

Agent Morgan's personnel file seemed mostly standard. She had grown up in DC, graduated high school at the top of her class, and immediatly went to college for two years of criminal justice before entering Quantico.  Over the summer she graduated and started work in the Violent Crimes Division, where she had shown early potential. It could've been any agent's profile.

There was no reason to dig deeper, but he kept going for the next twenty minutes, looking up her records on every data base he had access to. Most of it was trivia at best - she was on the equestrian team in college, she had two speeding tickets over the past six years, both of which she had paid on time, and she had written several letters to the editor of her local paper during the last presidental election.

He was about to give up, and decided just to look at her birth certificate before ending his unsuccessful search when a red flag finally revealed itself. According to the database, no birth certificate exsisted for a Kit Morgan. Skinner tried two more methods of accessing the document, each with the same answer. As a last chance, he tried her Social Security records. The number did exsist for one Kit Morgan, but the birthdate was off by three years. According to the record, Agent Morgan would've been twenty-one, not twenty-four. But the FBI would not graduate agents under the age of twenty-four from Quantico.

Quickly he exited the databases and closed up his laptop. He had certainly found something, but he wasn't sure yet what it meant. Looking at his cellphone, he debated about calling Mulder and Scully with this information or not. After several long moments, he picked up his cellphone and dialed the number for Agent Mulder's cell.

Though most thought he was dead and he had secluded himself away from everyone that might want to finish the job, he wasn't without information sources. Different ones then he had before he had been shot, but he still had tentacles out into all the agencies. And another reserved just for keeping track of his daugther. He had meant it originally for her safety, but now he also had to keep track of what she was doing proffessionally.

After reading a few emails, he picked up the phone again to call Sarah. She was going to be taking a little trip to New Mexico, it seemed.....

Assistant Director Walter Skinner took off his glasses and pinched the bridge of his nose. He'd called Mulder and Scully up to his office almost a half hour ago and they still hadn't arrived. It seemed like they were always late, and today was just not the day for that. There was a file folder in front of him and there were more questions then answers in his mind right now. All he knew was he had just been informed that the X-Files division would be taking on a green agent. No explanation why the Bureau would want to add another agent to a division they were constantly trying to shut down, and little information on the agent herself.

Except he'd seen her once before, outside of the Bureau. On a cold fall day, crouched in an alleyway on West Georgia Street, shaking and disoriented. Both palms were cut from side to side, and the blood was just beginning to clot in the deep wounds. She'd looked up at him and said two words through her daze. "I'm next." He'd left to call over an ambulance attendant and when he came back a few moments later she had been gone.

I'm next.

Whatever fate she thought was going to befall her seemingly had not, and he wondered if it was just a case of mistaken idenity. But she was being sent to the X-Files, and considering who lived in the building he had found her outside and when it couldn't be just coincidence. With a heavy sigh he put his glasses back on and waited for his agents. After all they'd been through together, he was completely intent on telling them the complete story.

He sat in his rocking chair and read the telegraph for the third time. Even after he was dead, there were still messes to clean up. Only this time, it was a mess he couldn't just eliminate. This was one of the rare cases of something close to his heart and he would have to play it all out very carefully. And he would need someone to go there in person, where he could not go, amoungst people who believed him dead. Better for them to stay believing that until he knew they wouldn't send another man to kill him. He'd barely escaped with his life the first time.

There were only two of his colleauges he trusted in the least, both of them women, But only one of them knew he was still alive, and it was her he had sent for to carry out his actions. She would be able to handle the situation properly, and keep his former colleauges from over reacting in a way that could turn the entire Project upside down.
